About 200% of this week’s budget has already been leaked. It is Costello’s 10th, Howard’s 16th, Paul Kelly’s 32nd and Henry’s 36th. Aaaaargh!

One consistent theme is the way money is flowing into the government’s coffers, and advice on what to do with the windfall. Don’t spend the (bigger than expected) surplus on tax cuts says Access Economics, cut the top rate, cut the superannuation levy, cut taxes for middle and lower income earners. Above all, rejig the carrot ‘n’ stick set of incentives and penalties to get single mums and disabled people back to work – its good for them, as the treasurer said at the weekend.
