The now published West Australian lobbyists register shows that it is not just a former Labor Premier who is making an earning out of using Labor Party connections to help companies in their dealings with a state Labor Government.
Hawker Britton, modestly self-described as “Australia’s top public affairs and government relations consultancy” has clearly picked up a client or two from lending a hand in Labor Party campaigns.
The register shows Hawker Britton WA Pty Ltd with 27 companies and organisations on its books for which it acts as a lobbyist. In terms of the number of clients, it is clearly the biggest operation in the state now that the two man team of Brian Burke and Jonathan Grill, along with sometime associate Noel Crichton-Browne, has been barred from the business.
WA Premier Alan Carpenter released his Contact with Lobbyists Code, which underpins the operations of the Register of Lobbyists, almost a month ago and the Register itself came into force on Monday with 44 lobbyists registered as representing third parties.
Business lobby groups, trade unions, religious or charitable bodies did not have to register and recognised professional and technical occupations, such as lawyers, accountants and town planners, are also exempt where contact with government on behalf of a client may be an incidental but necessary part of their day-to-day work.
The Director General of the Department of the Premier and Cabinet has the authority to accept or reject applications or to remove lobbyists from the register and Messrs Burke, Grill and Crichton-Browne were the first blackballed.
Those on the list are presumably thought to meet the Premier’s recognition that “lobbying is a legitimate part of the democratic process and in Western Australia, the overwhelming majority of lobbyists are honest, decent individuals who operate according to ethical business practices.”
The Register, the first of its kind in Australia, provides a fascinating insight into the world of using hired guns to influence government decision making. Hawker Britton, for example, has clients ranging from Macquarie Bank and AGL Energy to the Women’s Health Service.
The former Federal Labor MP Ron Edwards also covers the spectrum with his list that couples Leighton Kumagai with the Polly Farmer Foundation and Anglican Youth Ministries.
To show that those from the other side of politics can pick up a fee as well, former Northern Territory Chief Minister Paul Everingham discloses eight clients including the fellow lobbying firm Government Relations Australia for whom he presumably gives a hand in representing their own clients which includes the Packer Associate Betfair.
